Av\u0161ak odstra\u0161ovanie bolo v roku 2022 potvrden\u00e9 ako k\u013e\u00fa\u010dov\u00e9 samotnou Severoatlantickou alianciou v r\u00e1mci Strategickej koncepcie, \u010do dosved\u010duje, \u017ee sa t\u00e1to medzin\u00e1rodn\u00e1 organiz\u00e1cia usiluje na\u010falej predch\u00e1dza\u0165 agresii bez toho, aby sa dopustila agresie.<\/p>\n\n\n\n<p>Z\u00e1kladom Strategickej koncepcie 2022 je odstra\u0161ovanie a obrana, predch\u00e1dzanie kr\u00edzam, ich riadenie a kooperat\u00edvna bezpe\u010dnos\u0165. Postoj odstra\u0161ovania stavia ako na konven\u010dn\u00fdch sp\u00f4sobilostiach, jadrov\u00fdch kapacit\u00e1ch, tak aj na nekonven\u010dn\u00fdch n\u00e1strojoch, ktor\u00e9 s\u00fa naj\u00fa\u010dinnej\u0161ie ak s\u00fa vyu\u017e\u00edvan\u00e9 s\u00fabe\u017ene. No tak ako ka\u017ed\u00e1 met\u00f3da vo v\u00fdskume bezpe\u010dnosti aj odstra\u0161ovanie m\u00e1 okrem svojich siln\u00fdch str\u00e1nok aj slab\u00e9 miesta a limity. Napriek nim zost\u00e1va odstra\u0161ovanie relevantn\u00e9 pre Severoatlantick\u00fa alianciu, ktor\u00e1 sa sna\u017e\u00ed v dne\u0161nom svete zast\u00e1va\u0165 \u00falohu garanta medzin\u00e1rodnej bezpe\u010dnosti.<\/p>\n\n\n\n<p><strong>Strategick\u00e1 koncepcia 2022<\/strong><\/p>\n\n\n\n<p>Po studenej vojne sa odobruje \u00fa\u010del a spisuj\u00fa v\u00fdzvy NATO v r\u00e1mci dokumentu, nazvan\u00fd \u201eStrategick\u00e1 koncepcia\u201d st\u00e1le nanovo, pribli\u017ene ka\u017ed\u00fdch 10 rokov. Medzin\u00e1rodn\u00e9 prostredie sa neust\u00e1le men\u00ed a teda aj prisp\u00f4sobenie sa pr\u00edtomnosti, s\u00fa\u010dasn\u00fdm okolnostiam u\u017e bolo o\u010dak\u00e1van\u00e9.<\/p>\n\n\n\n<p>Dokument stavia na tom, \u017ee v euroatlantickom priestore mier nie je, ke\u010f\u017ee agresia Ruskej feder\u00e1cie na Ukrajinu naru\u0161ila eur\u00f3psky bezpe\u010dnostn\u00fd poriadok a stala sa tak priamym ohrozen\u00edm pre spojencov i stabilitu v Eur\u00f3pe. Z\u00e1rove\u0148 s\u00fa naru\u0161en\u00e9 aj fundament\u00e1lne z\u00e1padn\u00e9 hodnoty autorit\u00e1rskymi akt\u00e9rmi, strategick\u00fdmi konkurentmi sna\u017eiacimi sa vyu\u017e\u00edva\u0165 \u0161irok\u00fa paletu hybridn\u00fdch takt\u00edk na vykon\u00e1vanie \u0161kodliv\u00fdch aktiv\u00edt. Pr\u00e1ve technologick\u00e9 pokroky s\u00fa arbitrom \u00faspechu v s\u00fa\u010dasn\u00fdch konfliktoch, preto aj NATO uv\u00e1dza d\u00f4le\u017eitos\u0165 usmer\u0148ovania pr\u00edle\u017eitost\u00ed a riz\u00edk spojen\u00fdch s technol\u00f3giami i kyberpriestorom. V koncepcii je v nieko\u013ek\u00fdch bodoch vyzdvihnut\u00e1 aj hrozba terorizmu v jeho rozli\u010dn\u00fdch podob\u00e1ch. R\u00f4zne ne\u0161t\u00e1tne ozbrojen\u00e9 skupiny investuj\u00fa do posil\u0148ovania svojich kapac\u00edt aj v regi\u00f3noch Afriky a Bl\u00edzkeho v\u00fdchodu, \u010do m\u00f4\u017ee ma\u0165 dopad na bezpe\u010dnos\u0165 partnerov Aliancie. Rovnako siln\u00fd dopad m\u00e1 aj klimatick\u00e1 zmena, ktor\u00e1 m\u00f4\u017ee vst\u00fapi\u0165 do hry pri prehlbovan\u00ed konfliktov, nestabilite \u010di samotnej medzin\u00e1rodnej bezpe\u010dnosti.<a href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/2022\/6\/pdf\/290622-strategic-concept.pdf\">[1]<\/a><\/p>\n\n\n\n<p>Dan\u00e1 koncepcia sa nesie v pomerne realistickom duchu, k \u010domu jednozna\u010dne prispel akt\u00edvny konflikt na v\u00fdchodnej hranici Aliancie. Mier v Eur\u00f3pe u\u017e nie je samozrejmos\u0165ou (aj ke\u010f nikdy ani nebol). Z\u00e1rove\u0148 ide o pomerne v\u0161eobecn\u00fd dokument, kde je na jednej strane Rusk\u00e1 feder\u00e1cia op\u00edsan\u00e1 ako ve\u013ek\u00e1 hrozba pre Alianciu, no na druhej strane NATO zast\u00e1va postoj otvorenosti komunika\u010dn\u00fdch kan\u00e1lov s Ruskom. Ke\u010f\u017ee v\u0161ak ide o dokument na obdobie cca 10 rokov, je \u017eiad\u00face, \u017ee m\u00e1 informat\u00edvny, deklarat\u00f3rny charakter a nevyzdvihuje vyhranen\u00e9 postoje. Strategick\u00e1 koncepcia 2022 teda predstavuje hlavn\u00e9 ciele, v\u00edziu a \u00faskalia, ktor\u00fdmi je v s\u00fa\u010dasnosti NATO konfrontovan\u00e9.<\/p>\n\n\n\n<p><strong>Odstra\u0161ovanie<\/strong><\/p>\n\n\n\n<p>U\u017e od za\u010diatku vzniku NATO v roku 1949 bolo odstra\u0161ovanie \u00fastredn\u00fdm prvkom strategick\u00fdch koncepci\u00ed Severoatlantickej aliancie. V \u010dase studenej vojny to boli jadrov\u00e9 zbrane, ktor\u00e9 predstavovali odstra\u0161uj\u00face n\u00e1stroje. Spojen\u00e9 \u0161t\u00e1ty americk\u00e9 sa taktie\u017e zaviazali k ochrane a zaisteniu bezpe\u010dnosti demokraci\u00ed z\u00e1padnej Eur\u00f3py, \u010do prispelo k stabilite v euroatlantickom regi\u00f3ne, pri\u010dom dan\u00e9 \u0161t\u00e1ty z\u00edskali siln\u00e9ho protektora.<\/p>\n\n\n\n<p>Severoatlantick\u00e1 aliancia sa riadi 14-timi \u010dl\u00e1nkami, z toho najzn\u00e1mej\u0161\u00ed je \u010dl\u00e1nok 5, ktor\u00fd hovor\u00ed o tom, \u017ee \u00fatok na jedn\u00e9ho z \u010dlenov NATO je automaticky \u00fatokom na cel\u00fa Alianciu.<a href=\"https:\/\/www.nrsr.sk\/web\/Dynamic\/DocumentPreview.aspx?DocID=186419\">[2]<\/a>\u00a0T\u00fdm, \u017ee sa jednotliv\u00ed \u010dlenovia zaviazali k ochrane slobody a bezpe\u010dnosti v\u0161etk\u00fdch spojencov, uplat\u0148uje sa v r\u00e1mci tejto organiz\u00e1cie princ\u00edp kolekt\u00edvnej obrany, ktorej hlavnou formou je strat\u00e9gia odstra\u0161ovania.<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_133127.htm\">[3]<\/a> Je v\u0161ak d\u00f4le\u017eit\u00e9 podotkn\u00fa\u0165, \u017ee celkov\u00fd odstra\u0161uj\u00faci postoj NATO z\u00edskava na relevancii najm\u00e4 v kombin\u00e1cii s \u010fal\u0161\u00edmi sp\u00f4sobmi a prostriedkami paralelne vyu\u017e\u00edvan\u00fdmi so strategickou koncepciou bezpe\u010dnostnej politiky. Je potrebn\u00fd integrovan\u00fd pr\u00edstup Aliancie, ktor\u00fd je ale v s\u00fa\u010dasnosti obmedzovan\u00fd nedostato\u010dnou ochotou jednotliv\u00fdch \u010dlensk\u00fdch \u0161t\u00e1tov m\u00ed\u0148a\u0165 finan\u010dn\u00e9 prostriedky na obranu i vn\u00fatorn\u00fdmi nezhodami.<a href=\"https:\/\/hcss.nl\/wp-content\/uploads\/2022\/01\/06-The-State-of-Deterrence-in-Europe-and-Asia-HCSS-2022-1.pdf\">[4]<\/a><\/p>\n\n\n\n<p>Z\u00e1kladn\u00e1 defin\u00edcia odstra\u0161enia pod\u013ea NATO znie<em>: \u201ehrozba silou s cie\u013eom odradi\u0165 s\u00fapera od nev\u00edtanej akcie\u201d.<\/em><a href=\"https:\/\/www.nato.int\/docu\/review\/articles\/2015\/04\/20\/deterrence-what-it-can-and-cannot-do\/index.html\">[5]<\/a> Predpokladom pre odr\u00e1dzanie od \u00fatoku je udr\u017eiavanie vojensk\u00fdch kapac\u00edt v rovnov\u00e1he, no z\u00e1rove\u0148 aj samotn\u00e9 z\u00e1ujmy jednotliv\u00fdch str\u00e1n dok\u00e1\u017eu ovplyvni\u0165 v\u00fdsledn\u00fa poz\u00edciu. Vo v\u00e4\u010d\u0161ine pr\u00edpadov sa nejedn\u00e1 len o v\u00fdber z mo\u017enost\u00ed \u201ebu\u010f-alebo\u201d, \u201e\u00fato\u010di\u0165-ne\u00fato\u010di\u0165\u201d, ale existuje pestr\u00e1 paleta alternat\u00edv, \u010do m\u00f4\u017ee \u0161t\u00e1t v pr\u00edpade pocitu ohrozenia robi\u0165 \u2013 \u010diasto\u010dn\u00e1 mobiliz\u00e1cia, demon\u0161tr\u00e1cia sily, spustenie n\u00e1letov, za\u010da\u0165 inv\u00e1ziu&#8230;<a href=\"https:\/\/academic.oup.com\/edited-volume\/41327\/chapter\/352325980\">[6]<\/a><\/p>\n\n\n\n<p>Dynamika odstra\u0161ovania sa sp\u00e1ja aj s pravdepodobnos\u0165ou vojny a n\u00e1kladmi na \u0148u \u2013 ak s\u00fa n\u00e1klady na vojnu n\u00edzke, vojna je potenci\u00e1lnou mo\u017enos\u0165ou. No ke\u010f\u017ee v \u00e9re jadrov\u00fdch zbran\u00ed s\u00fa n\u00e1klady na vojnu nadmern\u00e9, vojna ako racion\u00e1lna mo\u017enos\u0165 sa st\u00e1va takmer nepravdepodobnou. Ak sa jedn\u00e1 o men\u0161ie \u010di n\u00e1hodn\u00e9 vojny, tie sa m\u00f4\u017eu realizova\u0165 bez oh\u013eadu na cenu. Z\u00e1rove\u0148 do hry vstupuje aj aspekt moci, kedy jej asymetrick\u00e9 rozdelenie je \u00fazko prepojen\u00e9 s vojnou, preto\u017ee ak s\u00fa napr\u00edklad vojensk\u00e9 kapacity rozdelen\u00e9 nerovnomerne, odstra\u0161ovanie nemus\u00ed by\u0165 \u00faspe\u0161n\u00e9 vzh\u013eadom na to, \u017ee slab\u0161\u00ed \u0161t\u00e1t prestane odporova\u0165 donucovaniu zo strany silnej\u0161ieho alebo mocnej\u0161\u00ed \u0161t\u00e1t za\u00fato\u010d\u00ed, a t\u00fdm si zabezpe\u010d\u00ed dosiahnutie svojich z\u00e1merov a po\u017eiadaviek.<a href=\"https:\/\/academic.oup.com\/edited-volume\/41327\/chapter\/352325980\">[7]<\/a> Nejde len o vyhr\u00e1\u017eanie sa protivn\u00edkovi, ale aj o poskytnutie poh\u013eadu na alternat\u00edvy a z\u00e1ruky, ktor\u00e9 bud\u00fa l\u00e1kavej\u0161ie ne\u017e potenci\u00e1lna vojna. Ak u\u017e na za\u010diatku vid\u00ed agresor len mal\u00fd d\u00f4vod na \u00fatok, tak nebude n\u00e1ro\u010dn\u00e9 ho odradi\u0165. Ale ak by videl v \u00fatoku ochranu svojich d\u00f4le\u017eit\u00fdch z\u00e1ujmov, nebude \u013eahk\u00e9 ho zastavi\u0165.<a href=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/perspectives\/PE200\/PE295\/RAND_PE295.pdf\">[8]<\/a> Na pr\u00edklade s\u00fa\u010dasnej situ\u00e1cie na Ukrajine, ktor\u00e1 s\u00edce nie je s\u00fa\u010das\u0165ou Severoatlantickej aliancie, vidno, \u017ee ani dobre vycvi\u010den\u00e1 pozemn\u00e1 arm\u00e1da ani vlastn\u00edctvo jadrov\u00fdch zbran\u00ed niektor\u00fdch z\u00e1padn\u00fdch \u0161t\u00e1tov neodradilo Rusko ako od anexie Krymu, tak ani od inv\u00e1zie na \u00fazemie Ukrajiny. N\u00e1rodn\u00e9 z\u00e1ujmy Ruskej feder\u00e1cie a ochota prin\u00e1\u0161a\u0165 rozsiahle obete prev\u00fd\u0161ili obavy z akejko\u013evek hrozby ex-ante \u010di ex-post.<\/p>\n\n\n\n<p><strong>Limity odstra\u0161ovania<\/strong><\/p>\n\n\n\n<p>Ako v r\u00e1mci ka\u017edej strat\u00e9gie \u010di met\u00f3dy vo v\u00fdskume bezpe\u010dnosti, nach\u00e1dzame aj pri odstra\u0161ovan\u00ed ist\u00e9 limity a obmedzenia. Jedn\u00fdm z potenci\u00e1lnych d\u00f4sledkov, ktor\u00e9 odstra\u0161ovanie so sebou prin\u00e1\u0161a je bezpe\u010dnostn\u00e1 dilema. \u0160t\u00e1ty sa usiluj\u00fa o zvy\u0161ovanie svojho mocensk\u00e9ho a politick\u00e9ho potenci\u00e1lu pre zachovanie svojej bezpe\u010dnosti. Ak si jeden \u0161t\u00e1t za\u010dne budova\u0165 kapacity v z\u00e1ujme vlastnej ochrany, protivn\u00edk za\u010dne poci\u0165ova\u0165 ohrozenie a za\u010dne zbroji\u0165 tie\u017e. T\u00fdm sa zvy\u0161uje aj riziko potenci\u00e1lneho konfliktu.<\/p>\n\n\n\n<p>S jadrov\u00fdm odstra\u0161ovan\u00edm sa do zna\u010dnej miery sp\u00e1ja aj nedostatok istoty \u2013 jednak v tom, \u017ee protistrana nepozn\u00e1 presn\u00e9 rozmiestnenie arzen\u00e1lu \u010di jeho ve\u013ekos\u0165, a jednak v tom, \u017ee ak by jadrov\u00e1 kr\u00edza vypukla neexistuje istota, \u017ee by niektor\u00e1 strana dok\u00e1zala jej priebeh kontrolova\u0165.<\/p>\n\n\n\n<p>\u010eal\u0161\u00edm nedostatkom v politike odstra\u0161ovania je predpoklad racionality \u2013 jednotliv\u00e9 strany uprednostnia svoje blaho pred prin\u00e1\u0161an\u00edm \u201ezbyto\u010dn\u00fdch\u201d obet\u00ed. Ak by po\u010das studenej vojny Spojen\u00e9 \u0161t\u00e1ty zbombardovali Sovietsky zv\u00e4z viedlo by to k ich vlastn\u00e9mu sebazni\u010deniu. Okrem toho, ak sa nejedn\u00e1 o konven\u010dn\u00fa vojnu, ale napr\u00edklad o odr\u00e1dzanie od teroristick\u00fdch \u010dinov, hrozba smrti takmer nem\u00e1 v\u00fdznam, preto\u017ee mnoh\u00ed jednotlivci podstupuj\u00fa samovra\u017eedn\u00e9 \u00fatoky pre dosiahnutie svojho z\u00e1meru.<a href=\"https:\/\/world101.cfr.org\/foreign-policy\/tools-foreign-policy\/what-deterrence\">[9]<\/a> Vedenie odstra\u0161ovania \u010di zadr\u017eiavania proti sie\u0165am terorizmu, ktor\u00e9 nemaj\u00fa st\u00e1lu \u0161trukt\u00faru ani st\u00e1le miesto je ob\u0165a\u017en\u00e9. Vyu\u017eitie tradi\u010dn\u00fdch bojov\u00fdch prostriedkov pri reakcii na t\u00fato hrozbu s\u00edce nemo\u017eno vyl\u00fa\u010di\u0165, ale dosiahnutie cie\u013eov je pravdepodobnej\u0161ie nevojensk\u00fdmi intervenciami.<\/p>\n\n\n\n<p>Bezpe\u010dnostn\u00e9 z\u00e1ruky NATO sa nevz\u0165ahuj\u00fa na ne\u010dlensk\u00e9 \u0161t\u00e1ty. T\u00fdm p\u00e1dom agresia vo\u010di dan\u00fdm \u0161t\u00e1tom predstavuje riziko pre stabilitu v regi\u00f3ne, no Aliancia nedok\u00e1\u017ee plnohodnotne uplatni\u0165 svoj odstra\u0161uj\u00faci postoj.<a href=\"https:\/\/hcss.nl\/wp-content\/uploads\/2022\/01\/06-The-State-of-Deterrence-in-Europe-and-Asia-HCSS-2022-1.pdf\">[10]<\/a> A dokonca \u010dastokr\u00e1t nem\u00e1 mechanizmy, ktor\u00e9 by pomohli predch\u00e1dza\u0165 n\u00e1siln\u00fdm konfliktom v r\u00e1mci jedn\u00e9ho \u0161t\u00e1tu \u2013 ob\u010dianskym vojn\u00e1m.<\/p>\n\n\n\n<p>Obnova odstra\u0161uj\u00faceho postoja Severoatlantickej aliancie nie je iba vojensk\u00e1 z\u00e1le\u017eitos\u0165, ale najm\u00e4 politick\u00e1. Odstra\u0161ovanie v kombin\u00e1cii s in\u00fdmi n\u00e1strojmi obrannej politiky m\u00f4\u017ee prispie\u0165 k udr\u017eaniu mieru. Nie je teda vonkoncom mo\u017en\u00e9 vyu\u017e\u00edva\u0165 odstra\u0161ovanie ako jedin\u00fd legit\u00edmny prostriedok, ale je potrebn\u00e9 ho vyu\u017e\u00edva\u0165 v s\u00fa\u010dinnosti s \u010fal\u0161\u00edmi mechanizmami bezpe\u010dnostnej politiky a strat\u00e9gi\u00ed. Av\u0161ak, ak odstra\u0161ovanie neuspeje, d\u00f4sledky pre medzin\u00e1rodn\u00e9 spolo\u010denstvo vzh\u013eadom na prepojenos\u0165 sveta m\u00f4\u017eu by\u0165 enormn\u00e9.
