Dahl"},"content":{"rendered":"\n<p>Na \u00favod by som r\u00e1d konkretizoval, \u017ee sa v&nbsp;mojej eseji budem preva\u017ene zam\u00fd\u0161\u013ea\u0165 nad vybran\u00fdmi \u010das\u0165ami z&nbsp;knihy. Tieto konkr\u00e9tne \u010dasti bud\u00fa tie, ktor\u00e9 sme si bli\u017e\u0161ie analyzovali aj na semin\u00e1roch a&nbsp;teda zdroje demokracie, prv\u00e1 transform\u00e1cia k demokratick\u00e9mu mestsk\u00e9mu \u0161t\u00e1tu (7-26 s.) a druh\u00e1 transform\u00e1cia: republik\u00e1nstvo, reprezent\u00e1cia a logika rovnosti (27-34 s.).<\/p>\n\n\n\n<p>Autor hne\u010f na za\u010diatok \u010ditate\u013ea pres\u00fava do hist\u00f3rie a\u00a0vysvet\u013euje mu, \u017ee u\u017e od staroveku sa \u013eudia zam\u00fd\u0161\u013eali nad politick\u00fdm syst\u00e9mom, kde s\u00fa \u010dlenovia ist\u00e9ho \u00fazemn\u00e9ho zriadenia pova\u017eovan\u00ed za politicky rovnocenn\u00fdch a maj\u00fa moc spravova\u0165 svoje z\u00e1le\u017eitosti. T\u00e1to odv\u00e1\u017ena my\u0161lienka sa prv\u00fdkr\u00e1t objavila v medzi Gr\u00e9kmi, najm\u00e4 v At\u00e9nach, kde do\u0161lo k prechodu od vl\u00e1dy nieko\u013ek\u00fdch k vl\u00e1de mnoh\u00fdch. T\u00e1to forma vl\u00e1dy ale bola spojen\u00e1 z\u00e1konite s\u00a0Gr\u00e9ckymi mestsk\u00fdmi \u0161t\u00e1tmi polis. Tento nov\u00fd a\u00a0revolu\u010dn\u00fd politick\u00fd proces riadenia ale nemal dlh\u00e9 trvanie a\u00a0na dlho sa spolo\u010dnosti odml\u010dal.\u00a0 Toto politick\u00e9 zm\u00fd\u0161\u013eanie zmenilo pomyseln\u00fa politick\u00fa mapu aj na Apeninskom polostrove, kde chu\u0165 tejto my\u0161lienky chceli ochutna\u0165 Rimania. Politick\u00e9 in\u0161tit\u00facie R\u00edmskej republiky odr\u00e1\u017eali trad\u00edcie mal\u00e9ho mestsk\u00e9ho \u0161t\u00e1tu, aj ke\u010f R\u00edm expandovali do Eur\u00f3py a Stredozemia. Samotn\u00e1 demokracia ale mala od dne\u0161nej podoby ve\u013emi \u010faleko a\u00a0proces demokratiz\u00e1cie na \u00fazem\u00ed dne\u0161n\u00e9ho Talianska za\u010dal a\u017e v\u00a0obdob\u00ed renesancie. V\u0161etko sa ale zmenilo po\u010das transform\u00e1cie \u0161t\u00e1tov z\u00a0mestsk\u00fdch na n\u00e1rodn\u00e9. Jednou z hlavn\u00fdch pr\u00ed\u010din zm\u00e4tku oh\u013eadom v\u00fdznamu demokracie v dne\u0161nom svete je jej dlh\u00e1 hist\u00f3ria a r\u00f4zne zdroje, z ktor\u00fdch vych\u00e1dza. To, \u010do dnes ch\u00e1peme ako demokraciu, sa napr\u00edklad v\u00fdrazne l\u00ed\u0161i od predstavy At\u00e9n\u010danov v dobe Perikla. Ka\u017ed\u00fd si teda demokraciu vysvet\u013eoval po svojom. Je teda n\u00e1\u0161 poh\u013ead na demokraciu spr\u00e1vny? Pre\u010do si mysl\u00edme, \u017ee dr\u017e\u00edme pr\u00e1ve to \u017eezlo pravdy a\u00a0istoty, \u017ee pr\u00e1ve t\u00e1 na\u0161a \u201everzia\u201c je t\u00e1 najspr\u00e1vnej\u0161ia? Podrobn\u00fd poh\u013ead na demokratick\u00e9 ide\u00e1ly ukazuje, \u017ee existuje mno\u017estvo probl\u00e9mov, ktor\u00e9 pravdepodobne nemaj\u00fa kone\u010dn\u00e9 rie\u0161enie. Kritici demokracie sa delia do troch hlavn\u00fdch skup\u00edn: t\u00ed, ktor\u00ed ju odmietaj\u00fa ako ne\u017eiaducu (napr. Plat\u00f3n), t\u00ed, ktor\u00ed ju pova\u017euj\u00fa za nemo\u017en\u00fa (napr. Robert Michels), a t\u00ed, ktor\u00ed ju chc\u00fa zachova\u0165, ale maj\u00fa k nej kritick\u00e9 v\u00fdhrady. Paradoxom dne\u0161nej doby je to, \u017ee m\u00f4\u017eeme by\u0165 len v\u00a0tretej kateg\u00f3rii. Leg\u00e1lnou cestou proti \u0161t\u00e1tnemu zriadeniu bojova\u0165 je nemo\u017en\u00e9. V\u00a0r\u00e1mci politickej korektnosti sa k\u00a0tejto problematike vyjadr\u00edm ni\u017e\u0161ie, popr\u00edpade pre mo\u017enos\u0165 zl\u00e9ho vylo\u017eenia od \u010ditate\u013ea- v\u00f4bec. Autor sa nesk\u00f4r zam\u00fd\u0161\u013ea nad samotnou etymologickou podstatou slova demokracia. Vl\u00e1da \u013eudu je s\u00edce pojem kr\u00e1sny, no za to ve\u013emi \u0161irok\u00fd. Kto je ten \u013eud? \u010co je to t\u00e1 vl\u00e1da? Pre\u010do by mal v\u00f4bec \u013eud vl\u00e1dnu\u0165? Tis\u00edce rokov si nevieme odpoveda\u0165 na tieto ot\u00e1zky aj ke\u010f demokracii \u010di u\u017e vo vy\u0161\u0161ej alebo ni\u017e\u0161ej miere d\u00e1vame st\u00e1le v\u00a0spolo\u010dnosti priestor. St\u00e1le nov\u00e9 a\u00a0nov\u00e9 \u0161ance, ktor\u00e9 si ale \u013eudia nev\u00e1\u017eia. \u013dudia sa o\u00a0vl\u00e1du zauj\u00edmaj\u00fa len do malej miery a\u00a0preto mi je pre m\u0148a nepochopite\u013en\u00e9, pre\u010do by teda \u013eudia mali v\u00a0plnej miere rozhodova\u0165 o\u00a0bud\u00facnosti \u0161t\u00e1tu a\u00a0n\u00e1roda. Pozrime sa len na v\u00fdplod ulice. Len m\u00e1lo kto vie vymenova\u0165 ministrov, vysvetli\u0165 rozdiel medzi koal\u00edciou alebo opoz\u00edciou alebo len spr\u00e1vne zakr\u00fa\u017ekova\u0165 \u010d\u00edslo pri kandid\u00e1tovi. Pre\u010do by sme mali bud\u00facnos\u0165 zveri\u0165 \u013eu\u010fom, ktor\u00ed robia pri v\u00fdbere kandid\u00e1ta na \u010d\u00edsle p\u00edsmenko x a\u00a0nevedia urobi\u0165 kr\u00fa\u017eok? Tak\u00fdmto \u013eu\u010fom zverujeme svoju bud\u00facnos\u0165 a\u00a0ich hlas zav\u00e1\u017ei. Dokonca si spomedzi tak\u00fdchto \u013eud\u00ed m\u00f4\u017eeme vybra\u0165 aj svojich favoritov, ktor\u00ed n\u00e1s bud\u00fa reprezentova\u0165 v\u00a0z\u00e1konodarn\u00fdch zboroch. Pre\u010do len oby\u010dajn\u00fa opravu po\u0161kodenej top\u00e1nky zver\u00edme do r\u00fak odborn\u00edka ale riadenie \u0161t\u00e1tu pod r\u00fa\u0161kom slobody zver\u00edme nezodpovedn\u00e9mu diletantovi? Samozrejme kritika demokracie tu st\u00e1le bola a\u00a0bude. Samotn\u00fd autor poukazuje na fakt, \u017ee z\u00a0historick\u00fdch prame\u0148ov sa dochovalo viac kritiky ako oslavn\u00fdch slov na adresu demokratick\u00e9ho zriadenia. Samotn\u00e1 rovnos\u0165 \u013eud\u00ed bola p\u00e1l\u010div\u00fd probl\u00e9m, ktor\u00fd u\u017e vtedy tr\u00e1pil hlavy ve\u013ek\u00fdch filozofov. Ako chceme dosiahnu\u0165 rovnos\u0165? V\u00fdber elity z\u00a0mu\u017eskej popul\u00e1cie znel vtedy ako dobr\u00fd n\u00e1pad. Sk\u00fasme ale pouva\u017eova\u0165 nad dne\u0161nou dobou. U\u017e ku samotn\u00fdm vo\u013eb\u00e1m \u010das\u0165 popul\u00e1cie ani neprist\u00fapi, \u010d\u00edm sa sama odfiltruje. Nemali by sme t\u00fato filtr\u00e1ciu ale roz\u0161\u00edri\u0165? U\u017e samotn\u00e1 ot\u00e1zka zneje ako ostr\u00e1 dvojse\u010dn\u00e1 zbra\u0148, no v\u00a0dne\u0161nej dobe je aktu\u00e1lna. Pre\u010do by sme od politick\u00e9ho procesu rozhodovania, kto bude vl\u00e1dnu\u0165 a\u00a0kto bude voli\u0165 nemali odstr\u00e1ni\u0165 \u013eud\u00ed, ktor\u00fdm je tento proces ukradnut\u00fd? Pre\u010do by sa do v\u00fdberu kto bude voli\u0165 a\u00a0kto bude volen\u00fd nemali dosta\u0165 len \u013eudia, ktor\u00ed s\u00fa aspo\u0148 na istej intelektu\u00e1lnej \u00farovni a\u00a0prin\u00e1\u0161aj\u00fa pre \u0161t\u00e1t ist\u00e9 hodnoty? Autor spom\u00edna: \u201e ten, kto sleduje len vlastn\u00fd z\u00e1ujem, nem\u00f4\u017ee by\u0165 dobr\u00fdm ob\u010danom: dobr\u00fd ob\u010dan je ten, kto sa vo veciach verejn\u00fdch, v\u017edy sna\u017e\u00ed o\u00a0verejn\u00e9 dobro.\u201c M\u00f4\u017eeme sa len v\u00a0duchu zamyslie\u0165, ktor\u00fd politik naposledy rozm\u00fd\u0161\u013eal aj \u010falej ako za hranice Bratislavy&#8230;alebo bu\u010fme re\u00e1lnej\u0161\u00ed&#8230;za hranice svojho nosa. S\u013eubovan\u00e1 vl\u00e1da mnoh\u00fdch je len il\u00fazia, ktor\u00e1 zneje v\u00fdborne na papieri. Vl\u00e1dneme len do momentu pokia\u013e neopust\u00edme volebn\u00fa miestnos\u0165 v\u00a0ktorej sme hodili svoj hlas kandid\u00e1tovi, ktor\u00fd sa na n\u00e1s najkraj\u0161ie usmial a\u00a0s\u013e\u00fabil tu najmenej nere\u00e1lnu hl\u00fapos\u0165, ktor\u00fa s\u013e\u00fabi\u0165 mohol. Po tom momente op\u00e4\u0165 vl\u00e1dne len mal\u00e1 skupinka \u013eud\u00ed zavret\u00e1 v\u00a0budove na konci republiky. Sleduj\u00fa politici a\u00a0najm\u00e4 voli\u010di v\u0161eobecn\u00fd z\u00e1ujem? Politick\u00fd \u017eivot by mal by\u0165 pod\u013ea textu len ak\u00fdmsi \u201eroz\u0161\u00edren\u00edm jeho osobnosti\u201c s\u00a0\u010d\u00edm s\u00a0autorom \u00faplne s\u00fahlas\u00edm. D\u00f4le\u017eit\u00e9 av\u0161ak je, o\u00a0ak\u00fdch \u013eu\u010foch hovor\u00edme. Verejn\u00e1 politika by mala by\u0165 prirodzenou s\u00fa\u010das\u0165ou n\u00e1\u0161ho v\u0161eobecn\u00e9ho z\u00e1ujmu. \u010eal\u0161ia s\u00edce kr\u00e1sna no o\u00a0to menej re\u00e1lna fr\u00e1za do dne\u0161n\u00e9ho sveta. Zvykli sme si na \u0161tandard demokracie a\u00a0berieme ju za samozrejmos\u0165. \u010coho m\u00e1 \u010dlovek dostatok a\u00a0zaru\u010den\u00fa kvantitu, to si \u010dlovek necen\u00ed. \u010coho je na trhu dostatok to pre trh nem\u00e1 vysok\u00fa hodnotu a\u00a0komodita ak\u00e1 je demokracia str\u00e1ca na hodnote ka\u017ed\u00fd de\u0148. Jeden z\u00a0princ\u00edpov, ktor\u00fd autor vyzdvihuje je aj spolu\u00fa\u010das\u0165 \u013eud\u00ed pri tvorbe z\u00e1konov a\u00a0nariaden\u00ed. Vedie\u0165 sa zhroma\u017edi\u0165. \u010eal\u0161ia predstava probl\u00e9mu. Ka\u017ed\u00fd sa chceme vyjadri\u0165 ku probl\u00e9mu no ako m\u00f4\u017ee pri tvorbe n\u00e1ro\u010dnej zahrani\u010dnej politiky pom\u00f4c\u0165 napr\u00edklad (s najv\u00e4\u010d\u0161ou \u00factou ku povolaniu) vodi\u0165 autobusu? A\u00a0kedy sme my ako ob\u010dania naposledy vo\u0161li do parlamentu a\u00a0kontrolovali ako sa nar\u00e1ba s\u00a0na\u0161imi verejn\u00fdmi financiami? Jedna z\u00a0\u010fal\u0161\u00edch ot\u00e1zok, ktor\u00fa si m\u00f4\u017ee \u010ditate\u013e tejto eseje odpoveda\u0165 s\u00e1m pre seba&#8230;<\/p>\n\n\n\n<p>V\u00a0druhej \u010dasti v\u00fdberu n\u00e1\u0161ho textu Pod\u013ea Aristotela by k syst\u00e9mu vl\u00e1dy, ktor\u00fd sa sklad\u00e1 z nieko\u013ek\u00fdch a mnoh\u00fdch, mohol by\u0165 pridan\u00fd aj tret\u00ed prvok: monarchick\u00fd, teda vodca, ktor\u00fd by mal \u00falohu posilni\u0165 svoju moc. \u00dalohou republik\u00e1nov je zostavi\u0165 \u00fastavu, ktor\u00e1 zoh\u013ead\u0148uje a vyrovn\u00e1va z\u00e1ujmy jednotlivca, nieko\u013ek\u00fdch a mnoh\u00fdch, aby zabezpe\u010dila zmie\u0161an\u00fa vl\u00e1du demokracie, aristokracie a monarchie, pri\u010dom v\u0161etky tri prvky by mali pracova\u0165 pre dobro v\u0161etk\u00fdch. Najzjavnej\u0161\u00edm kon\u0161titu\u010dn\u00fdm modelom bol r\u00edmsky syst\u00e9m s jeho konzuli, sen\u00e1tom a trib\u00fanmi \u013eudu. R\u00edm taktie\u017e poskytol pr\u00edklad rozkladu ob\u010dianskej cnosti, ke\u010f sa republik\u00e1nsky syst\u00e9m premenil na imp\u00e9rium, \u010do uk\u00e1zalo, ako sa m\u00f4\u017ee aj ve\u013ek\u00e1 republika zni\u010di\u0165. V 18. storo\u010d\u00ed sa k r\u00edmskemu modelu pridal britsk\u00fd syst\u00e9m, ktor\u00fd s monarchiou a oboma snemov\u0148ami in\u0161piroval republik\u00e1nskych teoretikov, ako bol Montesquieu. Pr\u00e1ve toto rozm\u00fd\u0161\u013eanie vid\u00edm ako jednu z\u00a0ciest, ktor\u00e1 by mohla zlep\u0161i\u0165 na\u0161e zajtraj\u0161ky. Ist\u00e1 aristokracia s\u00a0monarchom, ktor\u00ed s\u00fa od mala veden\u00ed k\u00a0tomu, \u017ee raz bud\u00fa vl\u00e1dnu\u0165 a\u00a0vedia, \u017ee pre to aby ostali na svojich \u201etepl\u00fdch\u201c poz\u00edci\u00e1ch musia prin\u00e1\u0161a\u0165 pre \u013eud dobr\u00e9 rozhodnutia a\u00a0hodnoty.\u00a0 Autor spom\u00edna fakt, \u017ee sa v 18. storo\u010d\u00ed sa taktie\u017e objavila deform\u00e1cia radik\u00e1lneho republik\u00e1nstva, ktor\u00e1 bola v niektor\u00fdch oh\u013eadoch v rozpore so star\u0161ou trad\u00edciou. K\u00fdm star\u0161ia verzia sa dala nazva\u0165 aristokratick\u00fdm republik\u00e1nstvom, nov\u0161ia kl\u00e1dla d\u00f4raz na demokratick\u00fd prvok v \u00fastave republiky. Mysl\u00edm, \u017ee n\u00e1vrat ku viac\u00a0 aristokraticky zm\u00fd\u0161\u013eaj\u00facou demokraciou m\u00f4\u017ee prnies\u0165 pre spolo\u010dnos\u0165 (len) benefity. Aristokratickej\u0161\u00ed pr\u00edstup mo\u017eno n\u00e1js\u0165 u Aristotela, Guicciardiniho a\u00a0politikov renesan\u010dnej Florencie, zatia\u013e \u010do demokratickej\u0161\u00ed smer je vidite\u013en\u00fd u Machiavelliho, radik\u00e1lnych Whigov a Thomasa Jeffersona. Pod\u013ea aristokratick\u00e9ho republik\u00e1na by mal \u013eud d\u00f4le\u017eit\u00fa, ale obmedzen\u00fa \u00falohu vo vl\u00e1de, preto\u017ee vyvol\u00e1va viac ob\u00e1v ne\u017e d\u00f4very a\u00a0s\u00a0t\u00fdm sa mi ned\u00e1 ni\u010d in\u00e9 len s\u00fahlasi\u0165. Funkciou \u013eudu nie je vl\u00e1dnu\u0165, ako to bolo v At\u00e9nach, ale sk\u00f4r vybera\u0165 vodcov, ktor\u00ed bud\u00fa schopn\u00ed spravova\u0165 politick\u00e9 zriadenie v z\u00e1ujme spolo\u010dnosti. V\u00fdber najlep\u0161\u00edch jedincov pre vl\u00e1dnutie bude nesmierne \u0165a\u017ek\u00fd ale o\u00a0to prospe\u0161nej\u0161\u00ed. Ot\u00e1zkou v\u0161ak zost\u00e1va, ako identifikova\u0165 t\u00fdchto prirodzen\u00fdch aristokratov a zabezpe\u010di\u0165, aby plnili svoju \u00falohu vo vl\u00e1de. Vybra\u0165 pomyseln\u00fa elitu zo spolo\u010dnosti bude n\u00e1ro\u010dn\u00e9 ale prospe\u0161n\u00e9. Neust\u00e1ly koloto\u010d politikov, ktor\u00ed h\u013eadia len vlastn\u00e9 z\u00e1ujmy a\u00a0na naplnenie vlastnej pe\u0148a\u017eenky- ve\u010f predsa o\u00a04 roky tam u\u017e nemusia by\u0165. Monarcha, ktor\u00fd vie, \u017ee ke\u010f sa nechce sta\u0165 obe\u0165ou revol\u00facie, tak mus\u00ed so svojou aristokraciou vl\u00e1dnu\u0165 spravodlivo a\u00a0rozv\u00e1\u017ene.
